Identifying Weaknesses in Security Screening Programs
Physical security programs are a combination of technology, policies, procedures, and the people who deploy/operate them. The effectiveness of a security program is typically only assessed by what a technology can do, and whether the procedures in place are a sound, logical process that appears to be effective. The missing piece is how truly successful a security program is when the third component is added; the people that use the technology and attempt to follow the procedures. Covert testing, the assessment of a security system under real world conditions, is the only method for determining if a security program is truly effective. It's the only technique that provides relevant data that can be captured and analyzed to reveal where changes need to be made.
Elucidation Security Services works with international governments to develop and deploy national covert testing programs to strengthen aviation security. We assist in building programs that will assess whether existing security systems can identify and stop real world threats. ESS also works with domestic corporations to determine the effectiveness of their established security programs. ESS uses a data driven process to uncover where the policies, procedures, technology, training and operators may be insufficient to identify and stop the threat.
ESS consists of former security specialists who have designed and managed the covert testing programs used by the Transportation Security Administration. These specialists have a thorough understanding of the terrorist threat, its capabilities, resources, and intent. ESS develops testing protocols to assess the effectiveness of a fully deployed security program by attempting to breach a screening checkpoint with a simulated threat. After several tests, under varying conditions, patterns emerge. Analyzing the resulting data exposes vulnerabilities, and provides mitigation strategies that reduce the risk of future failures.

Corporations and Governments share a common need; to keep their leaders, personnel, and assets safe, while maintaining economic and organizational stability. But security also comes with a cost, anywhere between a simple commercial alarm system and the millions spent by the Secret Service to protect world leaders. Elucidation Security Services works with corporate executives and security departments to determine the level of security needed to ensure business continues uninterrupted. The ESS methodology requires an assessment of the risk based on an understanding of the full spectrum of threats to a specific organization, the likelihood of occurrence, and the impact of losing critical resources, its leadership, or employees.
Risk can never be eliminated. However, once a security assessment has been completed, it becomes easier to deploy a cost-effective security program that significantly reduces that risk. A big part of risk reduction is based on thorough preparation, an understanding of the operational environment, and being ready to respond to the possibilities identified in the risk assessment. Immediate needs are answered with an Emergency Action Plan, but longer-term requirements mandate a fully developed security program. How to develop these plans and programs often requires organizational adjustments, but always requires a commitment to training.
